In 1997, Albert Runcorn was a high-ranking official within the Ministry of Magic. He continued to work in the Ministry following the murder of Rufus Scrimgeour. At this time, Pius Thicknesse was Minister for Magic and under Death Eater control.

Runcorn seems to have been responsible for investigating suspected Muggle-born wizards, which if discovered, were imprisoned in Azkaban. He is the wizard who discovered the fake family tree purchased by Dirk Cresswell to hide his Muggle-born status.

In 1997, when Harry Potter, Hermione Granger, and Ron Weasley infiltrated the Ministry of Magic to retrieve the Slytherin locket Horcrux from Dolores Umbridge, Harry used Polyjuice Potion to assume Runcorn’s identity. They distracted Runcorn by giving him a Nosebleed Nougat, which forced him to go home.

While in the Ministry, Harry noticed that Runcorn was considered a very intimidating person, and that he was on a first-name basis with the Minister of Magic. While pretending to be Runcorn he also had a run-in with Arthur Weasley, who condemned Runcorn for revealing Dirk Creswell’s Muggle-born status.

Runcorn’s respected position within the Ministry meant that Harry was able to use his identity to enter the courtroom where Muggle-born witch Mary Cattermole was on trial, and where Dolores Umbridge had the locket. He used his clout to whisk Mary and the other Muggle-born wizards awaiting trial away.

It is unclear whether Runcorn was a Death Eater, and Voldemort sympathizer, or simply caught up in the events of the day.
